Tom Gilmore and Mal O'Connor present their paper "Challenges of Structures and Processes for Emerging Federations Where the Elements have Strong Identities." This paper explores Emery and Trist’s hypothesis that innovation in the face of turbulence requires collaboration across dissimilar organizations – yet face the psychodynamic complexity of multiple identities within and across those organizations. The paper will draw on two healthcare cases where the request for consultation was from the umbrella organization.
